Proposed Zoning Regulation Revision – Water/Wastewater Allocation Scoring System

February 12, 2020 – Public Hearing, 7 PM, Town Office
This zoning regulation revision would create a competitive system in which limited municipal water and wastewater allocation is awarded to projects that best address community goals and priorities. The Planning Commission is looking for community feedback before sending a final proposal to the Select Board for review.

Background... The Town provides municipal water and wastewater treatment service in the village growth area and along a portion of Richmond Road. New development in the service area must acquire water and wastewater allocation from the Town. Currently, the Town grants this allocation on a largely first come, first served basis. The purpose of the zoning regulation revision is to create a scoring system to govern municipal water and wastewater allocation for new development. The geographic area affected is the municipal water and wastewater service area – i.e., village growth area and portion of Richmond Road corridor.

Proposed Regulation Revisions – Official Map & Zoning Regulations

February 5, 2020 – Public Hearing, 7 PM, Town Office
The Planning Commission began work on these revisions in 2018. They held a public hearing on March 27, 2019. The Select Board reviewed the proposal, made minor revisions, and held a public hearing on December 4, 2019. Based in part on public feedback at that meeting, they revised the Official Map proposal. State statute requires the Select Board to hold another public hearing on the revised proposal. Hence the public hearing on February 5, 2020. They will take additional public feedback at the hearing prior to taking action on the proposal.

What change did the Select Board make? They removed community facility #34 entirely from the map and the related description document. Community facility #34 was approximately 2.19 acres, and located on a portion of an undeveloped lot (lot 15, where Hannaford was proposed) on the south side of Commerce Street. It was described as a mix of wetland preservation/enhancement and a community park with amenities such as: walkways, gathering spaces, playground, recreation court space, open air theater. Showing possible future community facilities on this property was controversial, and generated a lot of public comment both at both the Planning Commission and Select Board public hearings.

The purpose is of the Official Map changes is to update the type and location of planned future community facilities, and to better describe these facilities. The geographic area affected by the Official Map is the village growth area and the Richmond Road corridor. The purpose of the Zoning Regulation changes is to require that larger development projects create public open spaces, and to provide guidance on the design of such spaces. The geographic area affected by the Zoning Regulation changes is the village growth area.
